When you apply for a job advertisement, it is a good idea to accompany your CV with a letter. It is usually very short. In it, you state the reason you are sending your CV, the advert you are applying for, the source of your CV, and the position you are applying for. In two or three sentences, you should describe why you think you might want the job.

Compose a new cover letter every time you apply for a job. A good cover letter reinforces the impact of your CV and draws attention to some specific points on it.
However, even the best resume may be underappreciated if you compose a standard letter like "Dear Sirs, Please accept my resume and diploma for.... I hope you will appreciate...". Cover letters like this say nothing. At some point employers stop reading them.
A whole new body of material could be compiled on perfect cover letters, but the most important thing to remember is that they should highlight specific abilities, skills or achievements that are mentioned or at least alluded to in some way on your CV.
And more - the cover letter should be honest, interesting to read and enthusiastic. Such a letter will provoke the employer to take another look at your CV and - most likely - to ask for a meeting with you.
There are a few key elements that should be present in it:
Your full name, contact telephone number (give this telephone number where you are sure you will always be reached) current e-mail address
The name of the company and the position you are applying for
Your reasons for applying for this position - here you can describe your qualities that would be useful for the company
Finally, write down why you want to work for this company
Remember that the cover letter is part of your CV. If you want to make a good impression, write a short but original message to your future employer before you even attend a job interview.
